About the Organisation
The Department of Environment, Land, Water and Planning (DELWP) brings together Victoria’s climate change, energy, environment, water, forests, planning and emergency management functions, ensuring that Victoria has liveable, inclusive and sustainable communities for future population growth. The Portfolio Budget and Finance branch is a key centre of financial services to DELWP’s ministers, senior leadership, portfolio agencies and the Department of Treasury and Finance, providing budget strategy, reporting, financial governance, analytical and advisory services.
About the role
As Director Portfolio Budget & Finance at DELWP, you will be joining at an exciting time of change and transformation, taking a strategic view in the delivery of a high-quality budget strategy and portfolio financial management. Reporting to the Executive Director, Finance, you will be ultimately accountable for providing excellent financial services and valuable business insights to a diverse range of stakeholders, and will build organisational capability, in people, process, technology and content. Providing expert advice to the Department’s senior leaders and key stakeholders on a broad range of sensitive and complex financial policy and strategy issues, including the development of new programs, the financial oversight of portfolio agencies, administration of the Sustainability Fund, funding submissions to government and relevant Parliamentary inquiries, you will build strong relationships, collaborate, influence and innovate across portfolio areas.
Ideally a CA/CPA qualified finance leader from a central government agency, you offer proven understanding of government budget principles and processes and expert technical skills in budget strategy, portfolio analysis and forecasting. Your networks and navigation of complex multi-stakeholder environment are enhanced by your high level of leadership experience, gained in change environments. Strategic with exceptional communication ability and relationship building skills based on trust, credibility and collaboration, you will enjoy having a positive impact through finding solutions and providing a high standard of service excellence in this key leadership role in a well-regarded department.
