  • Victoria's independent environmental regulator
  • Embedding risk-based regulation to protect public and environmental health
  • Strategic risk leadership through the organisation’s next chapter

About the organisation

Environment Protection Authority Victoria (EPA) is the state's environmental regulator, working to prevent and reduce the harmful effects of pollution and waste on Victorian communities and ecosystems. Operating under a strong legislative mandate and a science-based approach, EPA partners with government, industry and the public to protect the environment and human health. This organisation is values-led, future-focused, and committed to delivering lasting impact for all Victorians.

About the role

Reporting to the CEO, the Chief Risk Officer (CRO) will establish and lead EPA Victoria’s new Risk, Assurance and Integrity Division, bringing together assurance, complaints, integrity and risk functions into a high-performing capability. The CRO will provide strategic leadership across regulatory and enterprise risk, oversee assurance and audit activities, and serve as a trusted adviser to the Minister, Board, CEO and Executive. Responsible for building EPA Victoria's regulatory risk framework including developing risk appetite, sector and site risk profiles, prioritisation tools, escalation pathways and decision rights, the CRO ensures that scarce regulatory resources are directed toward the areas of greatest public and environmental impact. A key priority will be driving organisation-wide

cultural change, embedding risk-based decision-making and building the systems, frameworks and capability that strengthens regulatory effectiveness.

About you

You are an accomplished risk or regulatory leader with experience operating in complex public sector, statutory or regulatory environments. You have led significant risk maturity and organisational change initiatives, building capability, influencing culture and embedding risk-based decision-making across large organisations. A trusted and credible stakeholder leader, you provide clear advice at board, executive and ministerial levels, engage confidently with industry and regulatory partners, and bring the resilience, judgement and political acumen to drive change in complex and contested environments. A relevant tertiary qualification is desirable, as is professional accreditation in risk management, assurance, regulatory practice or governance. Above all, you are driven by the opportunity to make a tangible impact through effective, risk-based regulation that protects the environment and the Victorian community.
