Industry Skills Australia (ISA) is a Jobs and Skills Council operating within a Commonwealth-funded framework, with responsibility for workforce capability across Australia's Transport Supply Chain Industries – spanning Aviation, Maritime, Rail, Transport and Logistics, and emerging sectors including Space Transport and Omnichannel Logistics and Distribution. About the role

Reporting to the CEO with six direct reports, the Executive Director – Training Package Development provides strategic and operational leadership for the design, development, and delivery of nationally recognised training products across ISA's portfolio. The Executive Director will oversee end-to-end delivery through a structured Program Management Office framework, including pipeline prioritisation, governance, risk management, and compliance with ASQA and national VET regulatory standards. The role requires translating workforce intelligence and sector insights into high-quality qualifications, skill sets, and training packages across aviation, maritime, rail, and broader transport sectors. The Executive Director will also maintain relationships with industry stakeholders, government agencies, regulators, and Skills Ministers, and will lead, mentor, and develop a team of training product specialists.


About you

You are a senior leader with extensive experience in training package development within the national VET system. Your knowledge of training package standards, regulatory frameworks, and compliance requirements is deep and applied, and you have a demonstrated ability to translate industry workforce needs into practical training solutions at scale. You are comfortable managing complex, multi-stakeholder programs within a PMO environment, and have established relationships with regulators such as ASQA and government counterparts. A tertiary qualification in Education, Instructional Design, Public Policy, Business, or a related discipline is required while a postgraduate qualification in a relevant field is highly desirable.
