About the role

Reporting to the Chief Executive Officer and a member of the Senior Executive Committee, the Executive Director Communications, Engagement and Behaviour Change (ED CEBC) leads an expanded division, and is charged with establishing communications, engagement and behaviour change as core strategic regulatory tools. Setting the strategic framework for EPA's narrative, voice, channel strategy, campaign priorities, and evaluation methods, the role ensures a consistent and proactive external presence aligned to regulatory priorities. The ED CEBC oversees strategic, media and digital communications, industry capability uplift, place-based engagement, First Nations engagement and partnerships, and behaviour-change. A key priority is driving cultural and practice change to embed communications and engagement earlier in regulatory decision-making and position EPA with a single, authoritative voice.


About you

You are a proven executive leader across communications, engagement, behaviour change, public affairs or regulatory functions, with experience embedding these disciplines into strategic decision-making. With experience within a complex public sector, statutory authority or regulator environment, you bring deep expertise in strategic communications, media, digital channels, stakeholder engagement, behaviour change and public trust, and a demonstrated ability to translate regulatory priorities and risk intelligence into clear narratives and behavioural interventions. With stakeholder management skills extend across government, industry, Traditional Owners, community and media, you offer strong political acumen, sound judgement and trusted advice. You are an effective change leader who thrives on building high-performing teams and cultures of accountability and continuous improvement. Above all, you are driven by the opportunity to make a tangible impact through effective, risk-based regulation that protects the environment and the Victorian community.
