About the organisation
Our client is a well-established organisation working across housing, legal assistance and services, and advocacy. They provide hands-on support, advice, and education, with a clear focus on making the housing system fairer so people can live in safe, secure, and affordable homes. After a period of significant growth, the organisation has secured multi-year government funding to design and deliver a substantially expanded model of service across the state. The work involves building integrated frontline and specialist capability, with the organisation playing a central role in the new arrangements. There is no template for this. It is a genuine build, and the appointee will be shaping the model as it is delivered.
About the role
Reporting to the CEO, the Implementation Manager leads the establishment of the organisation's funded service components within a new statewide service model. The broader program framework, funding requirements and implementation parameters are established externally, while the organisation is responsible for delivering its own services, systems, workforce and operational readiness. They will also coordinate with government and external partner agencies where required to meet program guidelines, resolve shared dependencies and deliver agreed service interfaces. This is not a pre-packaged rollout. Many decisions are still open and will be resolved progressively, and the role exists to bring them to resolution and keep the build moving. The Implementation Manager, working with the SLT, owns the implementation plan, milestones, dependencies, decision records, and readiness reporting.. With the CEO focused outward on government and funder relationships, this role works with SLT to ensure delivery. Success requires disciplined delivery, clear decision making and sustained momentum across internal teams while managing dependencies with external partners. Fixed-term contract (12–18 months).
About you
You bring demonstrated experience coordinating complex projects, service implementations or organisational change initiatives across multiple teams and stakeholders. Change management is your strong suit, and you have strong project governance expertise in milestone tracking, budget monitoring, risk and issue management, and senior-level reporting. You are comfortable building something new, familiar with ambiguity, emergence and iterative decision-making. Collaborative and relationship-driven, you are able to influence without formal authority and to adapt as external dependencies evolve. You are a strong communicator who knows when to push for a decision and when to give people room, and you are able to manage upward effectively, supporting clear priorities, timely decisions and disciplined follow-through in a fast-moving executive environment. Experience gained in a larger organisation across government, higher education, not-for-profit/community services, or similar would position you well to build structure in a more agile environment. A relevant qualification, along with a current Police Check and Working with Children Check, is required.
