The organisation is one of Melbourne's most integral pieces of public infrastructure, responsible for operating and maintaining a large urban transport network. The organisation works closely with government departments, delivery agencies, and a broad contractor and supplier base to deliver capital projects alongside its day-to-day operational responsibilities.

About the role

Reporting to the Head of Commercial Finance - Projects, the Commercial Manager - Projects is responsible for the end-to-end commercial workstream across a portfolio of infrastructure projects at varying stages of their lifecycle. The role manages the commercial interface between the organisation, State Government counterparts, delivery agencies, and external suppliers and contractors. This includes leading procurement activities from sourcing through to contract execution, administering contracts post-award, and managing claims, variations, and extensions of time. The Commercial Manager owns the cost control framework for assigned projects - maintaining budgets, commitments registers, forecasts, and earned value metrics - and leads monthly cost reviews with Project Directors and Finance Business Partners. A significant near-term priority involves leading the sourcing and tendering process for a new project. The role also provides direct support to the Head of Commercial Finance - Projects on portfolio-level governance, briefing papers, and escalated commercial matters, and may deputise in internal and external forums as required. The role operates within a broader team of finance and commercial professionals, with embedded project support available.

About you

You bring strong commercial experience in transport, infrastructure, or construction - ideally in a rail or major project environment. You have hands-on experience across the full project commercial lifecycle: procurement and sourcing, contract negotiation and administration, claims management, and cost control. Critically, you combine strong commercial instincts with genuine financial capability - you are comfortable owning forecasts, managing budgets, and interpreting earned value metrics, not just managing upstream procurement processes. Your claims preparation is evidence-based and your contract administration is disciplined and auditable. You communicate clearly at all levels, manage competing priorities without losing rigour, and are comfortable operating in a complex, multi-stakeholder environment. Experience with major Victorian infrastructure programs is highly regarded.
