About the organisation
Yarra Trams is proudly operated by Yarra Journey Makers, a joint venture between Transdev Australia and John Holland, and holds the distinction of operating the world's largest tram network connecting millions of Victorians every day. More than simply moving people, Yarra Trams is committed to delivering world-class service that makes a real difference in the lives of thousands of passengers every day. Over the next decade, the organisation is renewing fleets, modernising infrastructure, digitising rail systems, and fundamentally transforming how it buys and manages services. Central to this is the establishment of a high-performing, digitally enabled procurement function designed to unlock better value from every dollar spent and support a more reliable, safer, and sustainable network. Yarra Trams is building a procurement model with a ten-plus year horizon - one grounded in clear strategy, disciplined execution, and a culture that blends commercial rigour with genuine public value. This includes diversifying supply chains, embedding modern slavery and ethical sourcing safeguards, and growing Indigenous and local suppliers to create skills and jobs for Victoria.
About the roles
Reporting to the newly appointed Head of Procurement Excellence and sitting at the heart of Yarra Journey Makers' procurement transformation, the Manager, Governance and Buying Enablement and the Manager, Procurement Strategy, Data and Performance will own the governance, controls, and enablement framework that allows the organisation to buy compliantly with minimal friction and own the blueprint, data architecture, and intelligence that power end-to-end procurement processes. This includes the full procurement policy framework and the design and rollout of guided buying channels. The team will lead transformation projects such as policy rewrites, compliance tool consolidation, and workflow redesign, while also building capability across the business through playbooks, training materials, and self-service content. This includes designing the procurement intake, workflow architecture and AI-enabled decision frameworks that sit behind it. The team will also define the procurement data model, own core dashboards and reporting and partners with category leaders and cross-functional teams in Technology and Finance to drive automated and guided buying, reduce manual intervention and give leaders clear visibility of spend, performance, and risk.
About you
For the Governance and Buying Enablement role, you will bring experience in procurement governance, assurance, or compliance, ideally within the public sector or a highly regulated, asset-heavy environment. You will have designed and implemented procurement policy frameworks, control structures, and assurance programmes across complex organisations and have hands-on experience rolling out guided buying and P2P systems. You are as comfortable in a project delivery context as you are advising senior stakeholders on probity and risk, and you know how to translate governance requirements into practical tools that people actually use. For the Strategy, Data and Performance role, you will present with experience across procurement, process improvement, business analysis, or operations design, with a hands-on role in at least one end-to-end procurement system implementation - ERP/P2P, CLM, intake and guided buying or procurement analytics. With deep analytical skills, you will be comfortable with process mapping, data models and BI tools and you engage credibly with senior executives on complex process and technology questions. For both roles, tertiary qualifications in a relevant discipline are preferred; MCIPS or an MBA is well regarded.
